He informed us that they had earlier launched the same auction but there were fees involved to participate in the auction, and people were hesitant to pay the registration fees, so they just got rid of the whole registration fees process so that the auction would be free to everyone to participate.
He also said us that this was based on the reverse auction mechanism in which the winning bid is chosen on the bid being lowest and at the same time unique.
He also informed us that the users would have to strictly abide by the rules and terms of the website.
